The Innovation Track

The Innovation Track works with Israeli municipalities to implement innovation in a specifically chosen municipal challenge - through a structured process that includes research, learning, and implementation, developing initiatives, and intervention in the field. The activity utilizes practical and design thinking methodologies to develop and implement municipal projects, while applying tools of measurement, evaluation, and modeling to create a sustainable work program.

Each municipality chosen to participate in the Innovation Track is asked to define a municipal challenge and appoint a work team that meets once a week under the guidance of one of the Track's professional innovation leads. The Track operates under the auspices of the Bloomberg Sagol Center for City Leadership at Tel Aviv University and as part of the CIVIX umbrella organization.

Work process
The municipalities' multidisciplinary innovation teams work under the guidance of a professional innovation lead to address a challenge defined by their municipalities. The methodological work process includes four stages, adapted as needed to each municipality and its unique characteristics.
Work Process
1. Research
At first, preliminary research is conducted, to acquire a better understanding of the challenge. This stage includes collecting existing materials from Israel and around the world: research literature, trends and case studies, items from the media, reports, policy papers etc. In addition, a field study is conducted through in-depth interviews, observations, and other research tools - to explore the viewpoints of residents and stakeholders in order to develop optimized solutions.

2. Processing
All materials collected in the first stage – from research literature to interviews and observations – are integrated, to identify recurring patterns and formulate findings and insights. Through this activity the work teams acquire new tools for analyzing the environment of the challenge, while gaining new perspectives on the needs of the target populations.

3. Development
The team examines optional activities that can be developed into different responses to the challenge. The development process includes an ideation workshop with stakeholders and experts, invited to participate in forming the future solution. Finally, at an inclusive development workshop, all participating municipalities present their proposed solutions, soon to be implemented in the field.

4. Implementation
The solution's implementation begins with prototyping – a series of temporary interventions within a limited population, including rigorous measurement, designed to test the potential solution. The findings are utilized to build a broader initiative on a larger scale, presented as a work plan for implementation in the municipality.
